Greg Hicks was born and raised in the Scioto County area, is a graduate of Portsmouth High School, Shawnee State Community College, and also a member of several local church and civic organizations. Scioto County has long been noted as the heart of Southern Hospitality, and is the home of Shawnee State University (Shawnee Bears), Earl Thomas Conley Park, The Southern Ohio Museum and Cultural Center, as well as Shawnee State Forest, Golf, Marina and Recreational area.
